Contract Management

   The Centre for Excellence’s Contracts Management module is a versatile tender evaluation and contract management application that allows an organization to manage various types of contracts including Lump Sum and Schedule of Rates contracts, prime cost items and variations.

   Integrated with Oracle Purchasing and Oracle Payables, the system can create purchase order requisitions within Purchasing for Schedule of Rates contracts and can generate invoices within Payables for Lump Sum progress payments.

   Contract Management is one component of a suite of integrated applications developed by The Centre for Excellence for Local Government, Building and Manufacturing industries.

Design Philosophy

   Contract Management has been designed as a flexible and generic contract management system for any type of industry. The system incorporates all aspects of the management of tender and contract processes; from the formation of management and evaluation committees, advertisement of the tender, management of tender responses, evaluation of prices and performance criteria, granting of the contract and contract payments. 

   A sophisticated analysis system allows the evaluation of any contract type and reports the most suitable tender response based on user defined criteria and weightings. This evaluation can include a determination of the most cost effective combination of those items tendered in a schedule of rates tender. Even were a tenderer to fail to respond to individual schedule of rates items, the system is able to determine an acceptable proxy value for those items, allowing the tender response to continue through the evaluation on an even playing field.  

   Contractor performance can be monitored and recorded, even performance on contracts granted by other organizations.
